The constant, maximum cooling it provides is preventing the engine from reaching its optimal operating temperature. This is detrimental as it increases fuel consumption, accelerates engine wear (due to running rich), and delays effective cabin heating. The noise is the fan spinning at engine RPM unnecessarily.
